Most skid steers the low and high flow will run the same pressure. The speed and torque of the brush cutter depends on the size of it's motor and the Hyd HP provide. Not directly on the flow and PSI. That's why it's important to match the motor size to the skid steer. One issue with high flow is that it packs more hoses and another pump (on the case machines you add the hf pump to the aux. pump in the older machines). I did notice more hose failures due to hosing rubing together.
An extra section on the end, or another additional gear pump on the entire gear pump assembly, is what you need for a high-flow machine, the flow from the extra section is added into the aux circuit on demand. Before making any attachment decision, you should know if your machine is a high-flow skid steer or standard flow.
